Eiva Paulis – President & CEO

Eiva Paulis had managed over 20 years in the service industry, her focus and success was customer satisfaction, organization and staying within budget.

In 2010, Eiva Paulis joined Freeman Built. With her leadership and management skills she has helped the direction, future development, and growth of Freeman Built as an industry leader in residential and commercial construction and property preservation. Eiva successfully completed over 200 projects of various complexities, and Lee Freeman in 2011, appointed Eiva Paulis as Chief Executive officer for Freeman Built Contracting, LLC. Lee Freeman highly regarded Eiva Paulis because of her significant management and business experience. Together Mr. Freeman and Mrs. Paulis in the span of five short years transformed Freeman Built Contracting from an Arizona construction company into a multi-state, general contracting company. Eiva in 2013 has forwarded Freeman Built Contracting, LLC as a Certified Woman Owned Construction Company.

This growth and success was not by accident or by luck, but rather as a result of time honored principles for which Freeman Built is consistently recognized — trust, integrity and fortitude. Lee Freeman – Founder

Lee Freeman is the founder of Freeman Built. As Founder, Mr. Freeman is highly involved in the daily operations at Freeman Built. He plays an active role in mentoring his executive team with his industry experience and hands-on expertise of construction, property preservation, and insurance claims within different real estate markets. Previously, Mr. Freeman started his passion in the building industry in 1993. Over the course of 12 years he has held positions as a Forman, a Superintendent, and a Project Manager. In 2005 Mr. Freeman went into business for himself and has grown the company to a multimillion dollar corporation.

He is a member of the National Builders Association, the National Remodelers Association, A Certified Licensed Commercial & Residential General Contractor, A Certified Licensed Commercial & Residential Roofing, and HVAC & Plumbing Contractor.

He is a strong supporter of his community and charity organizations. He has organized fundraisers to help less fortunate children throughout the Phoenix area and has sponsored several families.

Lee Freeman and his wife, live in Cave Creek, AZ.

James Killion – CFO / Controller

Jim Killion joined Freeman Built Contracting in 2013 with over 30 years of accounting and tax experience in the residential, commercial, and industrial construction fields.

Before joining Freeman Built Contracting, Jim spent the prior five years as the Controller for Arizona’s leading residential remodeler. He has worked with both general contractors and subcontractors in the past and is experienced in all phases of construction accounting, handling the accounting for projects of all sizes.

Yvonne Jouja – Director of Human Resources

Yvonne Jouja is our director of human resources. Yvonne has over 15 years of Human Resources experience; 7 of which have been in a leadership role. Yvonne is a Human Resources Generalist with a strong knowledge in recruitment, employee relations, leadership and employee development, training, compensation, benefits, and workers’ compensation. She has provided several years in human resources services to manufacturing, and construction companies.

Yvonne’s role as a human resources leader in our corporation in Phoenix included the successful re-engineering of the human resources department goals and practices to be in alignment with business goals and objectives. She is instrumental in leading our human resources department to be a strategic business partner. As a result of this partnership, Yvonne is astute in identifying areas in need of improvement with the vision to develop and implement successful action plans.

Tom Coyle – VP Residential Construction

A unique history of results-driven success based on years of focused anticipation and attention. Over 30 years of Construction Project Management experience and leadership through innovative use of Lean and Green methods, streamlining operations for efficiency and effectiveness. Projects have included single family homes, custom homes, age-qualified communities under HOPA regulations, multi-family projects, commercial projects have included concrete tilt-up gymnasiums, street-scene renovations, fire stations, school facilities, community centers, sports facilities, asbestos abatement projects, and comprehensive construction safety programs. He has appeared in court as Qualified Subject Matter Expert.

John Elgert – VP Commercial Construction & Development

After high school, Mr. Elgert furthered his education at Arizona State University, College of Architecture, Construction Engineering & Management in Tempe, Arizona. For five years (during and after college), Mr. Elgert worked for several Top 100 general contractors in Arizona and California on commercial projects. He was the “on-site” project manager on the $70 million dollar, luxury high rise apartments in Marina Del Rey, CA. He achieved additional experience in capacities from Project Engineer to Development/Construction Manager on various commercial U.S. projects.

In the early 1970s, Mr. Elgert was Project engineer for the developer, Kaiser-Aetna (KA) on the 4,236 acre, McCormick Ranch master planned community in Scottsdale, Arizona. John was in charge of the development process through the city of Scottsdale and infrastructure construction including subdivisions, super pads, amenities such as lakes, golf courses and a clubhouse after which he transferred to KA’s housing arm – Ponderosa Homes and managed the development and construction of housing projects (tracts/subdivisions), apartments and luxury homes for developer/builders in Arizona, California, Illinois and New York through the 1970s.

Mr. Elgert founded ELGERT & ASSOCIATES in southern California in 1980, a real estate development and construction management firm, and obtained his California general contractor’s license – B 437637 (Commercial/Residential) in 1983. He has worked as a consultant, general contractor and development/construction manager, overseeing residential and commercial developments for real estate developers in California and Arizona.

In the early 1990s, Mr. Elgert oversaw the conceptual planning and pre-development of a mixed use (commercial/residential) development, the Forte Entertainment Center a $508 million USD (1994) for Forte Development Inc. In the later 1990s, Mr. Elgert managed the residential construction operations at Rio Rico, Arizona, the remaining 15,000 acres of a 50,000 acre, master planned community south of Tucson, Arizona for AVATAR Holdings of Coral Gables, FL. Additional responsibilities included property management and maintenance of an existing shopping center, a resort hotel, and other properties.

Early in the 2000s, Mr. Elgert consulted on various residential (single & multi-family) and commercial (hospitality and retail) developments for Canadian developer/builder, United Properties, Inc. and other developer/contractors in California and Arizona. John founded Pearlmark Development, LLC in 2007 for the purpose of acquiring and developing property in Arizona and California to build income assets for net worth and profit.

Over his career, John has accumulated the development and construction of (5, 117ea) single and multi-family homes and 1,887 acres of associated site infrastructures, also development and/or construction of $140 million of commercial developments.

In 2012, Mr. Elgert joined Freeman Built Contracting, LLC as VP of Commercial Construction & Development to coordinate development and construction of multi-family residential and commercial (in-fill) projects in the metro Phoenix area.

Kristin Fox – Preservation Manager

Kristin Fox has spent the last 5 years in asset management and property preservation within the industry’s mortgage servicing and investor sector. Kristin’s leadership of people and process, along with her extensive experience and acumen for inspections, bid/repair, preservation, code violations, utilities, and GSE compliance requirements, has provided Freeman Built with excellent operations from the field to management level. In her role, Kristin has operational oversight for all repair, rehab, maintenance, preservation and QC out of our corporate offices in Phoenix Arizona.
